Chief Administrative Officer and General Counsel

Jan L. Weinstock, Esq., is chief administrative officer and general counsel for Gift of Life Donor Program and its affiliates, Gift of Life Howie’s House and Gift of Life Transplant Foundation. Her work with Gift of Life spans more than 30 years, first as external counsel and then as a member of the executive leadership team.

Ms. Weinstock’s far-reaching impact features a key role in drafting and lobbying for Pennsylvania’s Act 102, groundbreaking legislation that gave individuals the opportunity to register as an organ and tissue donor when they obtain or renew their driver’s license. Act 102 changed the face of donation and transplantation in the Commonwealth and became a national model when it was signed into law by Governor Robert P. Casey in 1994.

Ms. Weinstock joined Gift of Life in 1999 as vice president and is responsible for direct oversight of all non-clinical aspects of the busiest organ procurement organization (OPO) in the U.S., which has more than 270 employees and serves a region of more than 11 million people. Her talented team includes vice presidents of human resources, community relations, information systems and finance, along with the facilities management, administrative support, and legislative and external affairs teams. As general counsel, she is corporate compliance officer for all Gift of Life entities.

Ms. Weinstock’s roles also include executive director of Gift of Life Howie’s House. She was integral to the creation and development of Gift of Life Howie’s House, the first-of-its-kind independent transplant hospitality house in the nation, providing temporary, affordable lodging, home-cooked meals and a strong professional support system for transplant patients and their families. Under Ms. Weinstock’s leadership, this home away from home has served as a haven of comfort, hope and healing for more than 2,800 families and provided more than $10 million in subsidized care over the past 10 years. She has served on the Gift of Life Howie’s House Advisory Board since 2009 and has been part of the Gift of Life Howie’s House Home Cook Heroes program since 2010. The program has provided more than 258,000 meals to Gift of Life Howie’s House guests.

A highlight of Ms. Weinstock’s commitment is helping to raise more than $1 million for organ and tissue donor awareness as executive board member and past co-chair of the volunteer organization Donors Are Heroes. This has helped support school and faith-based outreach, including education and communication program grants.

Prior to joining Gift of Life, Ms. Weinstock was a partner in the distinguished firm of Blank, Rome, Comisky & McCauley LLP. She practiced health care law exclusively with an emphasis on regulatory and medical-legal issues facing non-profit organizations, fraud and abuse, healthcare mergers and acquisitions, and other general healthcare matters. Ms. Weinstock represented both institutional and practitioner groups in their response to ongoing changes in the regulatory environment. She developed policies for health care facilities on right-to-die and other treatment issues. In addition to her work on Pennsylvania’s Act 102, she took part in drafting New Jersey and Pennsylvania living will legislation recognizing an individual’s right to direct their health care decision making in advance of illness or inability to make decisions.

Ms. Weinstock continued her influential role in improving organ and tissue donation-related legislation by participating in the drafting of updated anatomical gift act legislation in New Jersey, Delaware and Pennsylvania.

Ms. Weinstock’s achievements extend to academia where she served as an assistant professor in the Department of Medical Humanities and Education of the Philadelphia College of Osteopathic Medicine.

Ms. Weinstock is a cum laude graduate of the Villanova University School of Law where she was a member of the Villanova Law Review and received the Reverend Joseph Ullman Award for the highest grade in criminal law. She earned a bachelor’s degree in economics from the Wharton School of the University of Pennsylvania.

Ms. Weinstock has shared her extensive expertise on the legal aspects of health care overall and organ donation specifically through more than 80 lectures and the publication of many articles for medical, legal and academic organizations across the United States and internationally.

She brings her decade of successful experience with Gift of Life Howie’s House to her membership of the Healthcare Hospitality Network Board of Directors and serves on the Delaware Organ and Tissue Donor Awareness Board of Directors, which she co-chaired for four years.

Ms. Weinstock has shared her energy and expertise with the following healthcare organizations: Hahnemann University Hospital Board of Governors, Southern Pennsylvania Regional Advisory Board, Hospital & Healthsystem Association of Pennsylvania, Delaware Valley Hospital Council and the National Kidney Foundation Board of Directors.

She has served as director of the Society of Healthcare Attorneys and advisor to the American Bar Association Health Care Section, National Conference of Commissioners on Uniform State Laws.

As a member of the New Jersey State Bar Association, she has chaired the Health and Hospital Law Section, served on the Board of Directors and served as vice-chair of the Administrative Law Section.

Ms. Weinstock is also a member of the Philadelphia and Pennsylvania Bar Associations. She was recognized by Arrive magazine as one of the top women lawyers in the Northeast and was honored with the Philadelphia Business Journal’s Woman of Distinction Award. She has served as a mentor in a variety of programs including Pay It Forward through the Chamber of Commerce for Greater Philadelphia.

As a member of Temple Beth Zion Beth Israel Synagogue, Ms. Weinstock has served on a variety of committees and in board leadership positions.

Ms. Weinstock and her family’s commitment to groundbreaking research and patient care has resulted in more than $1 million raised through American Cancer Society Bike-A-Thon teams over the past 23 years. She serves as co-captain of Team MAFE.

Ms. Weinstock’s extensive community and charitable involvement included the Old City Civic Association, Inaugural Philadelphia Flyers’ Wives Fashion Show Committee, Philadelphia Geriatric Center Strategic Planning Committee and Risk Management Committee, and Apple Gala Planning Committee and Entertainment Subcommittee.
